Requirements Mapping and Management

Identifying Applicable Regulatory Requirements

Determining which obligations really apply

Before mapping controls or building evidence, an organization needs to identify precisely which regulatory requirements really apply to it, an exercise that goes beyond reading the full text of a standard and requires analyzing the specific business context, such as its sector, its geographic location, the type of data it handles and the contractual commitments made with customers or partners. Many standards include conditional requirements that only apply under certain circumstances, and treating them all as mandatory wastes effort, while mistakenly ignoring them creates real compliance gaps. In practice, this identification is documented in a formal applicability register that justifies why each requirement does or doesn't apply to the business, with the evidence of that analysis available to support it before an auditor, since declaring a requirement not applicable without documented justification usually raises more questions than if it had simply been met.
