Building the Cybersecurity Program Budget

Planning the program's financial resources

Building the budget for a cybersecurity program requires translating the organization's risk map into concrete investment needs, distinguishing between recurring spending that sustains current operations, such as licenses and staff, and new investment aimed at closing specific risk gaps identified in the previous period. A well-built budget doesn't start from last year's amount plus a generic increase; it justifies each relevant line item with the risk it mitigates or the regulatory obligation it meets, which makes it easier to defend before leadership when resources are limited and compete with other business priorities. In practice, it's wise to reserve a portion of the budget for unplanned contingencies, such as responding to a major incident or a new regulatory requirement that arises during the year, because a budget fully committed to planned initiatives leaves the CISO with no room to maneuver in the face of the unexpected events that inevitably appear.
