Designing the Cybersecurity Strategy

Prioritizing Strategic Cybersecurity Initiatives

Ordering the strategic plan by real value

A cybersecurity strategic plan typically contains more initiatives than can be executed at the same time with the available resources, so prioritizing them requires an explicit criterion that combines the risk reduction each initiative provides, its implementation cost, its dependence on other prior initiatives and the estimated time to complete it, preventing prioritization from simply being determined by the perceived urgency of the moment or the personal preference of whoever leads the area. A common practical approach is to place initiatives on an effort-versus-impact matrix, first identifying the high-impact, low-effort ones as quick wins that generate visible results and credibility for the program, before tackling larger, longer-term initiatives. In practice, this prioritization should be reviewed at least annually, because an initiative that was a priority at the start of the year can lose relevance if the risk landscape changes or a new regulatory requirement appears that displaces the plan's original priorities.
