Difference between Security Governance, Management and Operations
Three levels with different responsibilities
Security governance sets the strategic direction, approves the risk appetite and oversees that the cybersecurity program is aligned with business objectives, usually under the responsibility of the leadership team or an executive committee; management translates that direction into concrete plans, allocates resources and coordinates the teams responsible for carrying them out, typically led by the CISO; and operations is the day-to-day execution of technical controls, such as monitoring alerts or applying patches, carried out by specialized technical teams. Confusing these three levels is a common mistake that creates concrete dysfunctions, for example a leadership committee discussing technical configuration details instead of strategic decisions, or a CISO absorbed in operational tasks with no time for medium-term planning. In practice, a mature security program keeps these three levels clearly differentiated in its meetings, its indicators and its owners, allowing each level to focus on the decisions that truly belong to it.
