Establishing a Secure Change Management Committee

Formal governance for risky changes

A secure change management committee is the formal space where change initiatives with relevant security implications are reviewed and approved, bringing together representatives from technology, security, legal and the business to assess risk jointly before authorizing execution. Its practical value lies in preventing risk decisions from being concentrated in a single person or area, and in leaving an auditable record of why each significant change was approved or rejected. For it to really work, the committee needs clear criteria for which changes require its review, avoiding both excessive bureaucracy over minor changes and the omission of critical changes for lack of a defined threshold. A typical example of how it works is requiring the committee's sign-off before migrating a payroll system to a new external provider, given the volume of sensitive data involved.
