Shift Structure and Analyst Tiers

How to organize shifts and analyst tiers

A SOC that promises 24/7 coverage needs a realistic shift structure, and it's not enough to split the day into three equal blocks without considering the alert load by time of day or the team's accumulated fatigue. Organizing by tiers, typically L1 for initial triage, L2 for deeper investigation and L3 for advanced response and threat hunting, makes it possible to escalate a case's complexity without overwhelming the most experienced analysts with low-risk alerts. In practice, shift design must consider time zones if the organization operates in several countries, rotations that avoid the burnout of permanent night shifts, and a clear shift handover process where context about open investigations isn't lost. A common mistake is sizing shifts according to the available budget instead of the real alert volume, which ends up creating bottlenecks precisely during the hours of highest malicious activity.
