Defining the Team's Mission, Scope and Mandate

The CSIRT's mission, scope and mandate

Before hiring staff or buying tools, a CSIRT needs to answer three basic questions in writing. The mission explains why the team exists: protecting critical assets, meeting regulations or both. The scope defines whom it serves, which systems, business units or countries are covered, and what's explicitly left out. The mandate defines the team's real authority: whether it can order a compromised system to be isolated or only recommend it, and whom it answers to. Leaving these three elements ambiguous creates constant friction with other areas and slow decisions just when speed matters most. Documenting them formally, and reviewing them when the organization's structure changes, avoids conflicts of authority in real incidents.
