What Threat Intelligence Is and Its Levels (Strategic, Tactical, Operational)
Definition and levels of threat intelligence
Threat intelligence is the process of collecting, analyzing and contextualizing information about threats to produce knowledge that supports security decisions, and it's typically organized into three levels according to its audience and time horizon. The strategic level is aimed at leadership and answers high-level questions about medium- and long-term risk trends for the business; the tactical level describes attackers' tactics, techniques and procedures so defense teams can adjust their controls; and the operational level delivers specific, actionable indicators to block or detect threats immediately. In practice, many organizations invest only in operational intelligence, such as lists of indicators of compromise, and neglect the strategic level, losing the ability to anticipate emerging risks before they materialize in a concrete attack. A mature program produces and distributes intelligence at all three levels simultaneously, adapting the format and frequency to what each audience needs to make better decisions.
